UNT's Cybercemetery to Preserve Internet Sites from Bush Administration

Construction hasn't yet begun on the George W. Bush Presidential Library, but within a few weeks after the shift in power in Washington, D.C., the University of North Texas will preserve access to some of the legacies of the Bush administration through its CyberCemetery, an archive of inactive government web sites maintained by the UNT Libraries' Digital Projects Unit.
The UNT Libraries, an affiliated archive of the National Archives and Records Administration, will add two web sites that were maintained by first lady Laura Bush's office to the libraries' CyberCemetery. In addition, the UNT Libraries have partnered with the Library of Congress; the California Digital Libraries maintained by the University of California; the U.S. Government Archive, and Internet Archive, a nonprofit organization, to preserve all federal government agencies' web sites that were created during the Bush administration.
The CyberCemetery was created in 1997 after UNT and the U.S. Government Printing Office established a memorandum of understanding to create a prototype digital depository for accumulated information from defunct agency web sites. The archive is an extension of the UNT Libraries' Government Documents Department, which has provided the general public with free government information since 1948 as part of the Federal Depository Library Program.
The CyberCemetery is currently comprised of 50 web sites from the U.S. executive and legislative branches and independent commissions, including former Vice President Al Gore's National Partnership for Reinventing Government site and the site of the National Commission on Terrorist Attacks Upon the United States, also known as the 9/11 Commission.
Sites that the UNT Libraries will capture from the Bush administration for the CyberCemetery will include those of the Department of Homeland Security and the Federal Emergency Management Association, as well as sites from agriculture, environment and oil and gas agencies.
Suzanne Sears, director of the Government Document Department, said the UNT Libraries will primarily harvest sites that cover topics that are relevant to UNT's academic programs and have the most impact on the Dallas-Fort Worth area. She notes that by preserving the web sites, students and others conducting research will quickly find information that they need.
"It takes two or three months for printed documents from the National Archives to be sent to you after you request them," she said. "We are so used to sending students to certain web sites, but there will be offices and agencies that disappear with the new presidential administration. We want to make sure that certain government areas are archived so that when someone looks back at the Bush administration 100 years from now, he or she will be able to read primary source materials from the web sites."
The sites from Laura Bush's office that UNT will preserve on the CyberCemetery are the USA Freedom Corps, which President Bush created in 2002 to promote and expand volunteer service in America; and Helping America's Youth, the first lady's effort to raise awareness about the challenges facing youths, particularly boys at risk for dropping out of school, and to motivate caring adults to connect with youths through families, schools and communities. These sites will be placed on the CyberCemetery by Feb. 1, said Cathy Hartman, assistant dean of the UNT Libraries for digital and information technologies.
In addition, the White House web site from the Bush administration is expected to come to the CyberCemetery within a few months.
She noted that George W. Bush's administration is only the second presidential administration to leave behind a huge collection of materials published only on web sites.
"The Web was just being developed when the elder Bush left office in January of 1993. But the Clinton administration left thousands of pages on the Internet," she said. "The government publishes high quality materials, and it is so important that they be preserved for future generations."
